One thing that I always note while going through applications for Petroleum Retail Outlets is that there is a laxity in terms of the documents in support of the land that is being offered. A lot of the applicants take the land details section casually and this most often leads to them being rejected. Once you have land in the form of title deed, lease or even Appendix III, it is important to fill the survey number, land owner name and other relevant details properly in the applicant form. Subsequently, the land documents in support of this offered land need to be uploaded.

For any person applying to the OMC Petrol Pump advertisement for the first time, it is understandable that they will not be familiar with what land documents to offer. In terms of personal details, most applicants are judicious and all details will be filled properly (Except may be the date of birth and pages of school certificates). It is thus important to read the ‘brochure for application to retail outlet’ carefully. This brochure will usually be available in the OMC application portal. You may use this article for additional clarity once you have gone through the brochure.
Note: It is advised to keep at least two copies of all the below mentioned original documents as well as scanned copies for any requirement at a future date. Additionally, depending on the OMC, some or all the documents may need to be physically submitted to the company’s office. Please confirm the same with the respective sales officer.

KYC Documents Required for Petrol Pump Application
Citizenship and residential Status: The applicant is required to submit a notarized affidavit XA containing his name, address, citizenship and residential status. Additionally, the affidavit also contains certain clauses in regards to payments and land development. All the clauses need to be clearly mentioned in the notarized affidavit XA.
Aadhaar Card: Aadhaar details need to be added and a copy uploaded.
Pan Card: PAN card details need to be added and a copy uploaded.
Phone Number: Phone number of applicant that is linked to the Aadhaar card needs to be added.
Age Proof: Age needs to be mentioned in application and proof of age, in the form of SSCL certificate or any other relevant document to be added.
Education Certificate: SSLC Marks card showing that the applicant passed the Class 10th exam needs to be shared.
Category Certificate: Category certificate duly signed by ranks not below Tehsildar needs to be submitted. It is always better to take the certificates in formats stipulated by OMC such as Appendix VI, VIIA, VIIB. The formats will be available on the oil company’s website. For categories such as OBC, apart from Appendix VIIA provided by Tehsildar, a notarized self declaration Appendix VIIB needs to be provided. The OBC certificates should specifically mention that the applicant is an OBC Non-Creamy layer candidate.
Sub-Category Certificate: Apart from the main category certificate, any sub-category certificate such as PH, CC1 and CC2 also needs to be added. The formats for the same are also available in the OMC website.
Marital Status and spouse details: In addition, for married applicants, the details of the spouse needs to be mentioned and the marriage certificate uploaded. This is important as the applicant’s spouse is eligible for equal share of the RO, in case he/she opts in.
Applying as Partnership – In case you are applying with one or more partners for Petroleum Retail Outlet, each partner has to separately register to the MDSP portal. You can select that the applicant is a partner within the portal and then connect your details with the rest of the partners. All the above details need to be submitted by all partners. The partners have to submit a draft partnership deed during the application process, signed by all partners. Official registration of the partnership may be done later.
Applying as Company/Firm/Society/Incorporation– A company is different from individual partnership or partners, and will be categorised as non-individual. Here KYC requirements are in regards to the company and special documents such a Notarized Affidavit XB and 3-year financial statement needs to be submitted.

Land Details and Documents Required for Petroleum Retail Outlet Application

Group 1 – For applying in Group 1, the applicant must have a Lease deed for the land within stretch for 19 years and 11 months, A title deed of land in his own name or an Appendix III from Family members. The land needs to be leased from all legal owners, and for surety you may take a legal heir certificate before leasing. This is the same for Appendix III as well.
Group 2 – If you are not getting a land in ownership, you may submit a notarized ‘Firm Offer’ from the land owner saying that he or she is willing to lease or sell the land to you in case you become selected for getting the retail outlet. This is usually done with a notarized Appendix III from a 3rd party land owner. Group 2 applicants become eligible for selection for retail outlets in case there are no Group 1 applicants left.
Title Deed: All pages of the Title deed (and even prior title deed) of the land being offered need to be uploaded by both Group 1 and Group 2 applicants for additional proof of land ownership.
Possession certificate: Possession certificate shows who the land is in possession of and needs to be uploaded.
Thandapper certificate: Thandappers gives clearer details of the land being offered. It also shows the previous survey number in which the land was part of and how the survey numbers have been mutated.
Tax Receipt: Tax receipt shows the tax paid on the land each year and also mentions the ownership of the land.
Encumbrance certificate: Encumbrance of at least 15 years need to be submitted for verification
Land conversion order / not in databank: In case the land is marked as wetland/nanja, the applicant should submit a gazette notification that the land is not part of databank or any document to prove that the land is convertible to dry land
Non-Residential zone certificate and Key Plan: Recently, for getting approval from Petroleum and Explosives Safety Organization, a Non-Residential Zone certificate and Key plan signed by the Panchayat Secretary is required. This is important as land which comes under residential zones will not be given permission by PESO to set up petroleum retail outlets. Note that Residential Zone means areas demarcated by particular Corporation or Municipality or Panchayath as residential areas and not areas where residential buildings are present. Such zoning will be available with respective panchayats or municipalities or with the district town planning department.
Legal heir certificate or death certificate (wherever relevant): Sometimes in order to confirm that all the legal owners of land have given permission to use the land (especially in case of Lease deed or Appendix III), the Oil company might ask for the applicant to submit the legal heir certificate of the original owner of the land. This may also be kept with the applicant in case it is required.
