Are you looking to apply to MRPL’s recent Petrol Pump (Retail Outlet) advertisement but don’t know where to start? Here’s a useful step-by-step guide for applying for MRPL retails outlets through the company’s MDSP portal.

Much like other OMCs, MRPL has digitized their selection process and application is now completely accepted through their portal mdsp.co.in. The platform is intuitively designed with helpful tips and notifications throughout the application process and even the payment is done online. Applicants needn’t submit any documents or payments to MRPL’s regional offices physically.

However, before you get started, please go through the following links so that you get an understanding of MRPL as a company and the selection processes that they have in place:

Once you have read the above documents, let us start the application process. Please keep soft copies of all required documents which were outlined in link no. 2 above so that applying is fast and smooth. Any notarized affidavit may be done on stamp paper worth Rs. 200/- or higher. Please also take a note of the exact stretch which you are applying to, the location number and the category/reservation it comes under beforehand.

1. Registration: Sign-up and Sign-In

Go to MRPL RO Advertisement and selection portal mdsp.co.in. It is advised to do the application process on a PC or laptop.

Once you are there, navigate to the top right corner and click the signup button.

Fill in your first, middle and last name, and give your phone number and email Id. Once the phone number and email ID is filled, click on the ‘send OTP’ button. You will receive OTPs in your respective phone and email id and click on verify. Once verified, you can click the ‘Register’ button.

After Registering, you will be directed to the sign-in page. Signup is a one time process and after ‘signing up’, all subsequent times only ‘sign in’ is required.

1.A What if you are applying with a partner?

When applying with a partner, both the partners have to separately register to MRPL’s portal, giving a separate phone number and email ID. Only one of the partners need to then select the location to apply within the dashboard (after signing in). There will be an option to subsequently connect all the partners while giving land details.

1.B What if I am applying as a company or a cooperative society?

Registered companies or societies are different from partnership, and can only apply on ‘OPEN’ reservation sites. The companies can register as themself, and then be given the name of authorized person and their details while applying. In this case, the applicant has to click on ‘Non-individual Applicant’ instead of ‘Individual’ applicant while ‘signing up’. Here, the company has to provide their profit/loss statement certified by CA for the past 3 years.

2. Fill your personal details in Dashboard

Once you have signed in,  click on the ‘personal info’ button seen on the right side of the screen. This will direct you to a page where you can add all your personal details.

Fill in your name and all other details, including Address, PAN card and Adhar card. Copies of supporting documents for the details filled will also be asked. Upload the scanned copies wherever necessary.

In case you belong to any particular ‘category’, make sure to select it, as well as any ‘sub-category’. Select your category even if the location you are applying to isn’t falling under any reservation. This will be useful in case you are applying to any other locations in the future. If not, mention NA.

All the details noted in this page, comes under KYC and is mandatory.

3. Adding the land details – Apply for Out-let

Once all the personal details are filled and submitted, you may start to apply for the location of your choice.  

Click on the ‘Apply for Out-let’ Button on the top left side of the screen and select the advertisement which you want to apply for. You will then be shown a list of locations sorted as per location number.

The apply button will be in the last column and if it is not seen, click on the blue ‘plus-+’  button. If the ‘Apply’ button is not clickable, it usually means that the location is cancelled and a corrigendum will be available in the second last column. Any changes to the advertisement will be notified through this corrigendum.

If the ‘apply’ button is active, click on it and you will be directed to the land details section.

The first thing to add in the land details section is if you are applying in Group 1, Group 2 or Group 3. Group 1 is if you have your own land by way of title deed, lease or family land. Group 2 is when you have a notarized affidavit III from a 3rd party land owner. Group 1 has higher priority than Group 2 in selection. 

After selecting the group, carefully add the land owner name and survey number. Cross-check the survey number and landowner name multiple times as any changes in these details will be liable to get your application cancelled.

In this page, you will also be asked to add the dimensions of the site. Note that this means the dimensions you are offering to set up petrol pump, which is shown in Lease deed or Appendix III, and not the dimension advertised. Latitude and longitude of the site will be seen when you go to Google maps and right click the exact location of your plot in the map.

Applicants will be asked in this section, whether they are applying as a proprietor or partnership. In case ‘partnership’ is selected, an option will come to write the partner’s phone number and attach their profile with this application. As mentioned previously, the both partners should have been registered on the website earlier.

Applicants will also have to add necessary documents for verifying the land. In the upload document section, there will be a dropdown bar containing many different types of land documents. Select one main document in the form of lease deed, Appendix III and then upload it. Additionally upload at least 5 supporting documents such as Tax Receipt, possession certificate, Encumbrance Certificate, Prior Title deed and Thandapper certificate.

Applicants will also be asked to submit the notarized affidavit XA (or XB in case of non-individual applicant).

Once all these details are filled, you will be directed to the payment page.

4. Payment

The payment process is completely online. In case of partnership, a sum total of application fee for both partners will be displayed in the payment page. Multiple payment options are available including UPI. 

Once payment is made, the final application form will be displayed. Take a printout of the application form and keep it with you for future reference.
